Dulles Transit Partners, LLC (DTP) is a limited liability company owned by Bechtel Infrastructure, Inc. and Washington Group International - two of the world's leading engineering, construction and project management companies.

DTP is the Commonwealth of Virginia's private partner conducting preliminary engineering for the Dulles Corridor Metrorail Project. DTP is currently in negotiations with the Commonwealth to continue that partnership into final design and construction, scheduled to begin in late 2006.

Roger Picard, P. Eng. - Project Executive Director

Mr. Picard has more than 36 years of experience at Bechtel, with a long list of successful rail and civil infrastructure mega projects to his credit.

Mr. Picard managed the $8.2 billion Channel Tunnel Rail Link (CTRL) in the U.K – the new high-speed rail line between London and the Channel Tunnel and one of the largest public-private rail projects in the world. Prior to that, as Managing Director of construction for the Channel Tunnel, he helped bring the project to successful completion after Bechtel had been brought in to turn this failing project around. 48 miles of tunnels were completed in the first year after taking over the Channel Tunnel effort – a world record for tunneling. He is a Fellow of the Institution of Civil Engineers, a member of the Order of Engineers of Quebec and the Engineering Institute of Canada. He holds a B.S. in Civil Engineering from Laval University.

Ernie Lee - Project Director

Mr. Lee brings 33 years of project management and engineering/construction operations experience to the Dulles Corridor Metrorail Project.

Mr. Lee is a Regional Manager for Washington Group International (WGI) where he was responsible for the marketing, technical oversight and operations of the Mid-Atlantic region for the company's rail, transit, highway and airport transportation engineering and construction services. Throughout the past 20 years, Mr. Lee has served in various leadership capacities to provide technical oversight and project management to numerous transit agencies and rail projects, including construction of WMATA's 103-Mile Build Out Train Control and Communications Project, New Jersey Transit Hudson-Bergen Light Rail Project, Newark City Subway, Army Corps of Engineers and the Regional Transit Authority of Chicago. Mr. Lee graduated with an associate of Science Engineering Technology degree from Virginia Commonwealth University.

Jorge Martinez - Project Manager

Mr. Martinez has more than 28 years of domestic and overseas experience on a wide variety of major infrastructure and transportation projects encompassing planning, design and construction of rail, highway, bridge and other major heavy civil infrastructure projects. Mr. Martinez is a construction specialist with expertise in design/build sequencing project development, constructability, sustainable engineering and procurement. He is a team builder with a proven track record of guiding professional teams to complete complex projects on time and on budget.

Mr. Martinez is a Vice President with Bechtel Infrastructure Corporation and before joining the Dulles Corridor Metrorail Project was Bechtel's Regional Operations Manager for the Eastern United States with responsibilities for project cross-functional coordination, financial performance, contract negotiations, staffing, strategic planning and facilitation of cost/process improvement initiatives on project management and design/build construction programs for airport, rail, highway and building projects worth up to $6 billion. Prior to becoming Regional Operations Manager, Mr. Martinez was Bechtel's Project Manager on the Springfield Interchange Project in Virginia, supporting construction management of multiple and complex construction contracts to rebuild one of the country's major interchanges while maintaining uninterrupted traffic flows of over 500,000 vehicles per day. Mr. Martinez attended California State University at Humboldt for a BS degree in Geology with a minor in Civil Engineering and is currently the treasurer of the Construction Institute for the American Association of Civil Engineers.

Joseph Costello, PE - Deputy Project Manager, Design

Mr. Costello brings more than 32 years of engineering and construction experience on major projects including large public and commercial infrastructure projects.

As the project manager for the Hudson Bergen Light Rail Transit (MOS-2) project, Mr. Costello managed a $570 million six-mile extension to the operating system. This complex project included expanding an existing tunnel with significant fire-life safety components, two viaducts, six stations and pedestrian bridges – and now provides local and express service in an urban environment. In addition, provisions had to be made for future segments which resulted in complex signal requirements. Prior to the Hudson Bergen project, Mr. Costello served in senior positions on Department of Energy projects, advanced technology projects and a number of commercial projects. Mr. Costello is a registered Professional Engineer and a member of Tau Beta Pi and the American Society of Mechanical Engineers. He has a B.S. in mechanical engineering from Manhattan College and a Masters from the University of Wisconsin.
